INVITATION TO QUOTE
Gentlemen/Madam:
1. You are invited to submit your price quotation(s) for the performance of the following services: translation of the documents (normative acts) from Moldavian into Russian and vice-versa.
2. The Government of the Republic of Moldova has received a Grant from the International Development Association (IDA) for the implementation of Public Administration Reform in the Republic of Moldova and intends to apply the proceeds of this loan to eligible payments under the contract for which this invitation for quotation is issued.
3. You must quote for all the items under this Invitation. Price quotations will be evaluated for all the items together and contract awarded to the qualified consultant offering the lowest evaluated total cost of all the items.
4. Your quotation in the required format (Purchase Order) should be addressed and submitted to:

5. Your quotation should be accompanied by general information about the bidder (CV), samples of similar materials performed earlier and the detailed price offer for the translation services.
6. The deadline for receipt of your quotation (s) by the Purchaser at the addressed indicated in Paragraph 5 is: July 07, 2008, 15.00.
7. Quotations by Telex or Telefax are acceptable. If your quotation is submitted via fax this should be followed by a signed original within 5 days.
8. Your quotation(s) should be submitted as per the following instructions and in accordance with the Terms and Conditions of supply in the attached draft Purchase Order. Please sign attachment to the Purchase Order and return the same to the Purchaser.
(i) PRICES: Prices should be quoted in MDL.
(ii) EVALUATION OF QUOTATIONS AND AWARD OF PURCHASE ORDER: Offers determined to be substantially responsive to the technical specifications will be evaluated by comparison of their prices. The award will be made to the consultant offering the lowest evaluated price.
(iii) VALIDITY OF THE OFFER: Your quotation should be valid for a period of 45 days from the date of receipt for quotation as indicated in Paragraph 6 of this Invitation to Quote.

Terms and Conditions of Supply

1. Prices

2. Fixed Price: The prices indicated above are firm and fixed and not subject to any adjustment during contract performance.
3. Delivery Schedule: The period for the translation (writing) will be determined by Purchaser taking into account the fact that the minimal required amount of pages translated per day is 5.
4. Payment will be made in MDL. The payment shall be made on a monthly basis rate and quantity of performed services.

7. Required Technical Specifications
Background Since 2000 Moldova is a parliamentary republic. The last parliamentary elections were held on March 6, 2005. In his first political address to Parliament, on April 8, 2005, the re-appointed President Vladimir Voronin called for Government modernization. This created a window of opportunity to start a long-awaited comprehensive public administration reform. The World Bank established a Multi-Donor Trust Fund (further on MDTF) to assist the Government of Moldova to implement the Central Public Administration Reform (CPAR ). The main reform’s goal is to build a modern, efficient and transparent central public administration aligned to European Union principles of good governance. The MDTF is financed through contributions provided by Sida, DFID and the Government of Netherlands. The MDTF finances international and local technical assistance and procurement of equipment to support and strengthen the capacity of the Government, Ministries and subordinated structures. The specific objectives of the MDTF are to: a) reorganize the Government Office, Ministries and subordinated bodies; b) improve the legal framework governing the public administration; c) optimize the decision-making process; d) improve human resource management; e) enhance the effectiveness of public finance management, and f) consolidate a dialogue with, and facilitate effective participation of, stakeholders in public administration reform. The implementation of the CPAR is expected to have a significant impact on the functioning of the civil service and have a positive impact on the society as a whole. All citizens of Moldova will benefit from having a guaranteed access to more qualitative, less bureaucratic, competent, and less-time consuming services delivered by professional and motivated civil servants. The impact will be also felt by the business community and civil society. The reformed CPA will draft and implement policies that will support the development of business-oriented and democratic society that will contribute to the strengthening of the state. The Government Office implements the MDTF, which comprises five components: 1. Institutional reorganization; 2. Government’s Policy-Making Capacity; 3. Merit-based Professional Civil Service; 4. Management, Information and Communication; and 5. Trust Fund Management.
Background Specific to the Assignment In order to achieve the activities foreseen for the implementation of the CPAR, it is planned to elaborate/modify normative acts both Moldovan and Russian. Thus it is necessary to hire a translator which main activity would involve translation of documents (with public administration terminology and legal texts) into Russian/Moldavian.
Objectives
The objectives of this assignment are the following: • Producing quality Moldovan-Russian translation and vice-versa.
Activities The main responsibilities of the Consultant are: • To work under the General guidance of the Head and staff of the Department for Coordinating Policies and External Assistance and/or Personnel Policy Division translating into Russian according to the tasks under the Action Plan of the CPAR Strategy (30% of the workload); • To work closely with the Local communications consultant and supply her with Russian version documentation for the website (70% of the workload).
Outputs The translator will produce Moldovan/Russian version documents (and vice-versa) correspondent to the needs of the Department for Coordinating Policies and External Assistance and/or Personnel Policy Division.
Terms and Conditions
This is a non-office, occasional assignment expected to commence in June/July 2008. The contract will be signed for a period until December 2008, with possibility of extension. Payments will be made according to the volume of work. The probation period is 2 months.
Minimum Qualifications required
- University degree in foreign languages/ law/economics/ public administration; - A minimum of five years progressive experience in translating/interpreting into Russian/Moldavian (at government or international organizations level); - Familiarity and understanding of public administration legislation and legal terminology; - Excellent command of the Russian and Moldovan languages, ability to draft technical documents in Russian; - Proficiency in using computer applications MS Word, internet and e-mail.
Reporting relationship
The translator will answer to the Head of the Department for Coordinating Policies and External Assistance.
