REPUBLIC OF MOLDOVA CENTRAL PUBLIC ADMINISTRATION REFORM PUBLIC SECTOR CONSULTING SERVICES GRANT No. TF 056601
Expressions of interest
The Government of Moldova has received financing from the World Bank through a Multi-Donor Trust Fund Grant for Technical Assistance Support to Central Public Administration Reform (Grant number – TF 056601), and intends to apply part of the proceeds for consultant services on elaboration of Terms of Reference (technical tasks) in the context of the Central Public Administration Reform implementation activities.
The Central Public Administration Reform (CPAR) implementation plan, comprises components such as: Institutional reorganization, Government Policy-Making capacity, Merit-based Professional Civil Service, Change Management, Information and Communication.
The main responsibilities of the Consultants will be:
- To work under the General guidance of the Head and staff of the PAR Unit to clarify and operationalize the tasks under the Action Plan of the CPAR Strategy; and
- To draft Terms of References for consulting services in coordination with PAR Unit.
General Requirements for the Applicant:
- University degree in law, economics, public administration, human resources;
- Knowledge and understanding of PAR issues, civil service, public administration legislation;
- A minimum of two years experience in public administration (at the level of ministry, other governmental body at the central level);
- Excellent command of the Moldovan/Russian/English languages;
- Ability to draft technical documents in English;
- Excellent analytical skills;
- Proficiency in using computer applications MS Word, MS Excel, PowerPoint, Internet and e-mail;
- Familiarity with World Bank procurement procedures and participation in technical assistance projects related to PAR would be considered an advantage.
Time Frame: December 2006-March 2007 – full time, with possible extension subject to satisfactory performance.
