The Unit for Coordination of the Public Administration Reform within the Government Office is seeking: INTERNATIONAL CONSULTANT on Civil Service legislation. The Central Public Administration Reform (CPAR) implementation plan, comprises components such as: Institutional reorganization, Government Policy-Making capacity, Merit-based Professional Civil Service, Change Management, Information and Communication. The main responsibilities of the Consultants will be: · The International consultant is expected to provide advice on and assist the PAR Unit with developing new procedures and methodologies on the following aspects of the civil service management: - competitive recruitment and promotion; - probation of newly recruited civil servants; - general competencies and procedures of HR units in ministries and authorities; - central coordination of civil service management; - generic civil service position classification (grading structure); - professional development of civil servants (skills development); - disciplinary procedures; - performance appraisal system; and - a system of motivation of civil servants including financial and non-financial measures. · Following the agreement on the developed procedures and methodologies, the consultant, in coordination with the PAR Unit, will guide the local consultants on drafting the relevant legal and normative acts (regulations, instructions, methodologies, and guidelines). The consultant will also provide quality control for the new legal and normative drafts. The quality of the legal drafts will be measured by three parameters: - compatibility with EU values and accepted good practice in civil service management; - compatibility with the law on Public Function and Statute of Civil Servant; and - clarity, consistency and enforceability of the proposed regulations. · Guide local consultants in their work on revision of the legal and normative framework on civil service, leading to the alignment of the existing regulations with the Law on Public Function and Statute of Civil Servant and European standards on civil service. · Assist the Government Office (PAR Unit) in coordinating the implementation of HRM component of the Central Public Administration Reform Strategy. · Together with the PAR Unit, advise public administration authorities on implementation of human resource management policy and procedures. · Assist the PAR Unit in organizing seminars and round tables to discuss proposed new policies and procedures on civil service management. General Requirements for the Applicant: - Advanced degree in public administration, public management, civil service, business administration or other related field (graduate degree in human resource management would be an asset); - Extensive work experience in HR management or regulation of Civil servants activities– at least 5 years. - Extensive knowledge of the PAR issues (civil service, labor legislation) in Central and Eastern European countries, especially in new EU member states, as well as other European countries. - Experience with international organizations and/or donor agencies would be an asset. - English speaker, knowledge of Moldovan (Romanian) and/or Russian language would be an advantage - Excellent communication, presentation and computer skills. Time Frame: June 2007 – December 2007 (up to 30 days - in country and up to 20 days - distance consultancy), with possible extension subject to satisfactory performance.
