The Unit for Coordination of the Public Administration Reform within the Government Office is seeking:
NATIONAL CONSULTANTS on Civil Service legislation.
The Central Public Administration Reform (CPAR) implementation plan, comprises components such as: Institutional reorganization, Government Policy-Making capacity, Merit-based Professional Civil Service, Change Management, Information and Communication.
The main responsibilities of the Consultants will be:
- to review the legal framework on civil service and develop proposals to bring these regulations in line with the Law on Public Function and Statute of Civil Servant and harmonize the existing acts with European standards on civil service; - to draft secondary legislation in the civil service area in the process of implementing the law on Public Function and Statute of Civil Servant; - to assist the Government Office (PAR Unit) in coordination of the implementation of HRM component of the Central Public Administration Reform Strategy; - together with the PAR Unit to advise public administration authorities on issues related to human resource management and implementation of personnel policy and procedures; - to participate in focused discussions organized by the international consultant during developing new procedures and methodologies; - to develop proposals to the Government Office (PAR Unit) on new HRM policies and procedures in civil service.
General Requirements for the Applicant:
• University degree in law and/or public administration • Graduate degree in human resource management would be an asset; • Knowledge and understanding of PAR issues, civil service, labor legislation; • At least 3 years of relevant experience in public administration would be an asset; • Excellent legal drafting skills; • Strong analytical skills with knowledge of and demonstrated experience in policy issues; • Experience in providing advisory services to public authorities of Moldova on policy, legal and/or economic issues; • Ability to articulate issues clearly (written and verbally) and recommend solutions for public authorities and policy makers; • Excellent knowledge of Moldovan and Russian, fluency in English and/or French; • Computer literacy; • Strong communication and teamwork skills
Time Frame: June 2007 – December 2007 – full time, with possible extension subject to satisfactory performance.
