International individual consultants on organizational development
REPUBLIC OF MOLDOVA CENTRAL PUBLIC ADMINISTRATION REFORM PUBLIC SECTOR CONSULTING SERVICES GRANT No TF056601 Expressions of interest # CS/6
The Government of the Republic of Moldova has received financing from a Multi-Donor Trust Fund to support the Central Public Administration Reform and intends to apply part of the proceeds of this Grant to hire international consultants to formulate organizational development plans of one of the Moldovan ministries, together with the its representatives.
The Central Public Administration Reform (CPAR) implementation plan, comprises components such as: Institutional reorganization; Government's Policy-Making capacity; Merit-based Professional Civil Service; Management, Information and Communication and Trust Fund Management.
The PAR Unit is seeking international individual consultants with relevant experience in institutional reforms, which will provide the necessary institutional and functional support to one of the Moldovan Ministries (Ministry of Economy and Trade, Ministry of Agriculture and Food Industry, Ministry of Industry and Infrastructure, Ministry of Finance, Ministry of Transport and Road Management, Ministry of Education and Youth, Ministry of Culture and Tourism, Ministry of Health, Ministry of Ecology and Natural Resources, Ministry of External Affairs and European Integration, Ministry of Justice, Ministry of Informational Development, Ministry of Internal Affairs, Ministry of Local Public Administration, Ministry of Social Protection, Family and Child) in formulating institutional organizational development plans and strengthening the leadership role of one of the Ministries in managing the reorganization process.
The consultants will focus on the following main activities:
- Analyze the recommendations of the Government Functional reviews (2005-2006) together with the Ministry; - Assess the functional and institutional capacities of the Ministry (together with their management) to achieve planned short- and medium-term objectives (based on a methodology agreed with the PAR Unit); - Establish a sequence of necessary steps to be taken to improve performance of respective Ministry (together with the relevant Ministry); - Coordinate recommendations with consultants working with other Ministries, decision-makers from other Ministries, and the PAR Unit to ensure a common approach to restructuring of public administration; - Elaborate time-bound reorganization (modernization) plan of the Ministry (institutional and functional reorganization actions, professional development actions, etc.); - Consult on amending internal regulations of Ministry and subordinated bodies in order to define the functions of formulation, implementation of, and accountability for sector polices; - Facilitate inter- and intra-institutional dialogue to promote ownership of, and participation in, CPAR implementation; - Conduct specific activities with the Ministry to promote effective reorganization process.
General Requirements for the Applicants:
- The consultant should have an advanced degree in economics, public administration, management, law or sector-related areas, - Proven experience (at least 3 years) in implementing public administration reform, particularly in supporting institutional reorganization, as well as capable of assessing financial implications of the restructuring/modernization (it is desirable if the consultant has experience in reorganizing the specific sector of public administration) in Central and Eastern Europe; - Experience in collaborating with the government sector and international organizations; - Work experience in the sector applied for; - Proven experience in elaborating policies/strategies; - Positive recommendation letters are desirable; - Excellent analytical and communication skills; - English speaker, knowledge of Moldovan (Romanian) and/or Russian language would be an advantage.
Specific Requirements for the Consultants: 1. Applying for Ministry of Internal Affairs: – ability to communicate in Moldovan or Russian language (possibly through translator) 2. Applying for the Ministry of Social Protection, Family and Child: – higher education, at least MA or MS degree
Time Frame: The contract will be signed for a period of 4-8 months - depending on the needs (up to 60 days of in-country working and up to 20 distance coaching days).
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition).
Interested individual consultants should submit Expressions of Interest stating the Ministry for which they are qualified to provide the institutional and functional support, and detailed CVs.
Expressions of Interest delivered to the address below must be received no later than July, 23rd, 2007.
