The Unit for Coordination of the Public Administration Reform within the Government Office is seeking:
NATIONAL METHODOLOGY COORDINATORS The Central Public Administration Reform (CPAR) implementation plan, comprises components such as: Institutional reorganization, Government Policy-Making capacity, Merit-based Professional Civil Service, Management, Information and Communication. During 2006, the Government implemented a horizontal functional review of the central government authorities. The report outlines recommendations on optimizing functional allocation to reduce overlapping responsibilities and duplication of effort by public authorities. The review also provides horizontal recommendations aimed at improving general efficiency of government. To date the implementation of functional review recommendations has been limited. To facilitate implementation of proposed recommendation as well as to ensure that ministries implement public administration reform and related reforms in a systematic manner, the Governmental Commission on CPAR has requested all ministries to carry out capacity assessment to deliver sector policy objectives and to prepare modernization plans based on that assessment. The PAR Unit is seeking three local experts for the capacity assessment process and preparation of modernization plans in the line ministries. The role of the experts will be to methodologically guide and to facilitate and coordinate the work of ministries and their experts (one international and one local consultant for each ministry). The methodological guidance to ministries will have to be provided on the basis of methodology provided by the PAR Unit. The three experts will be required to work as a team but each member of the team will have a lead role for a specific sector. The sectors are: 1) Justice, Internal Affairs and Governance; 2) Social (including education); 3) Economy, Infrastructure and Finance (Cadastre and Environment). The team might be requested to work under guidance and methodology supervision of international consultant of the PAR Unit. The main responsibilities of the Coordinators will be: • methodologically guide and coordinate the process of capacity assessment in ministires of respective sector; • provide assistance to Ministries and consultants on the assessment methodology (organizing workshops, planning coordination meetings, responding to ad-hoc requests for information and consultancy etc.); • within each sector ensure that individual ministry modernization plans are coordinated. Also ensure coordination between three sectors when required; • facilitate communication and insure coordination between Ministries; PAR Unit and Consultants; PAR Unit and Ministries; • writing regular progress reports on the development of activities; • require regular progress reports from individual ministry consultants; • make sure that all potential conflict issues are brought up to PAR Unit’s attention in a timely manner ; • if necessary, take part in further development of the Capacity Assessment Methodology of Ministries. Upon completion of ministerial modernization plans, ensure that methodology is adjusted taking into account the lessons learned; • assist PAR Unit in reviewing draft capacity building plans.
Requirements for the Applicant: • Advanced degree in economics/ public administration/ management/ law and sector-related areas; • Work experience in public administration; • Proven experience in elaborating policies/strategies; • Excellent analytical and communication skills; • Languages: Moldovan, Russian, fluency in English. • Positive recommendation letters are desirable; • Experience in similar assignments will be considered of substantial advantage; • Ability to demonstrate presence of good facilitation skills also will be considered to be of advantage.

Time Frame: This is a full-time assignment. The contract will be signed for an initial period of 4 months and, depending on the needs in assistance and performance, can be extended up to 8 months. The indicative timing for the start of the assignment is August 2007.
