Implementation of CPAR communication programs (Individual Consultant)

The Government of the Republic of Moldova has received financing from a Multi-Donor Trust Fund to support the Central Public Administration Reform and intends to apply part of the proceeds of this Grant to hire an international individual consultant for the implementation of CPAR communication programs.

The Central Public Administration Reform (CPAR) implementation plan, comprises components such as: Institutional reorganization; Government Policy-Making capacity; Merit-based Professional Civil Service; Management, Information and Communication.

The Consultant will focus on the following main activities:

 Propose and support the PAR Unit in organization and conducting of workshops, seminars, round-table discussions with the participation of stakeholder representatives to discuss progress registered, their opinions about the reform process, and to define subsequent actions;
 Strengthen, together with PAR Unit, the process of on-going communications and information of civil servants through the specialists responsible of public relations within CPAA;
 Correlate the information and communications activities on the central public administration reform implementation with the activities set forth in the Economic Growth and Poverty Reduction Strategy Paper, „Republic of Moldova – European Union” Action Plan, National Development Plan, etc.;
 Provide advice on the CPAR web page that would reflect the CPAR activities;
 Propose new communication activities to be developed in the process of implementation of CPAR activities.

General Requirements for the Applicants:

• Advanced degree in PR, journalism or any related field;
• Excellent communication, presentation and computer skills.
• Extensive work experience in an entity similar to or closely related to public administration reform – at least 3 years.
• Knowledge of the PAR processes in Central and Eastern European countries, as well as other European countries.
• Experience with international organizations and/or donor agencies would be an asset.
• Knowledge of English - mandatory; familiarity with Moldovan (Romanian) and/or Russian language would be an advantage.

Time Frame: The contract will be signed for a period of one year (up to 40 days of in-country working and up to 10 distance-coaching days). Approximate time for commencement of services is October-November 2007.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition).

Interested individual candidates should submit their application letters, detailed CVs including information on applicant’s relevant experience, examples of work carried out and achievements.
