The Unit for Coordination of the Public Administration Reform within the Government Office (PAR Unit) is seeking:
LEGAL CONSULTANTS on developing/adjusting legal and normative acts on organization of public administration
The Central Public Administration Reform (CPAR) implementation plan, comprises components such as: Institutional reorganization, Government Policy-Making capacity, Merit-based Professional Civil Service, Change Management, Information and Communication.
The main responsibilities of the Consultants will be:
• participate to the further development of the draft Law on Central Public Administration in accordance with the best EU practices; • participate to the elaboration of new legal framework on the organization of central public administration; • reviewing the legal framework on central public administration reform, developing proposals regarding its adjustment/improvement based on the functional analysis outcomes; • providing methodological and practical assistance and consultancy to PAR Unit and other relevant stakeholders on issues related to amendments of the legal framework of central public administration; • develop the draft of the Governmental decision regarding classification of institutions holding the public authorities statute; • consult the prepared drafts with central public administration authorities.
General Requirements for the Applicants:
• The consultant should have an university/postgraduate degree in law, public administration, public policy; • Knowledge and understanding of PAR issues and functional review; • At least 3 years of relevant experience within the legal system of Moldova in public and/or private sector; • Knowledge of the EU legislation would be an asset; • Excellent analytical skills, experience in conducting research and drafting reports; • Excellent knowledge of Moldovan and Russian; fluency in English and/or French would be an advantage; • Computer literacy; • Strong communication and teambuilding skills.
Time Frame: Approximate time for commencement of services is January 2008. The contract will be signed for a period of 6 months with possible extension, subject to satisfactory performance.
