The Policy Analysis Coordination Unit within the Government Office is seeking:
LOCAL CONSULTANTS The Central Public Administration Reform (CPAR), comprises components such as: Institutional reorganization, Government Policy-Making capacity, Merit-based Professional Civil Service, Information and Communication.
In order to improve policy-making capacity and strategic planning system, the Government has decided to set up a Policy Analysis Coordination Unit (PACU). The Unit will gradually assume the role of the focal point for the functions of coordination of policy documents across the Government. In the first four years following its establishment, a central task of this Unit will be to lead and coordinate the modernization of the overall policy management system to meet the objectives set by the Government.
The objective of this assignment is to assist the Government of Moldova (particularly the Policy Analysis Coordination Unit (PACU) of the Government Office to redesign and implement an efficient system for policy analysis and coordination that will improve Government effectiveness in implementing national programs, including the EGPRSP, the NDP and other development documents and will be aligned with good EU practice. The PAC Unit is seeking three local experts: 1) Policy coordination consultant; 2) Impact assessment consultant; 3) Consultant in monitoring, evaluation and reporting system.
The main responsibilities of the Consultants will be:
1) Policy coordination consultant: • methodological support to ministries on the role and responsibilities of public authorities in the process of elaboration, coordination and promotion of policy documents; • support the coordination of drafting policy documents and their analysis, advise public administration authorities on planning activities in line with Government priorities; • provide advice on the implementation of the Government decision no.33 of January 11, 2007 „On unified requirements and rules for drafting policy documents” (policy documents should correspond with the provisions of the above-mentioned Government decision).
2) Impact assessment consultant: • participate in the development of a methodology on developing impact assessment of policy documents and other normative act drafts; • develop sample environmental, social, economic, organizational, financial impact assessment analyses and assist the international company to deliver training to ministerial policy analysts on applying impact assessment techniques; • review of impact assessments of policy documents drafts and advise authors on needed improvements for impact assessments to be presented with respective policy or legal drafts for examination to the Government.
3) Consultant in monitoring, evaluation and reporting system: • methodological support and facilitation in the policies consultation and coordination process; • participate in: o developing a manual on monitoring and evaluating policies implementation and transfer skills to the Ministerial Units for Policy Analysis, Monitoring and Evaluation; o developing the Draft Government Decision on approval of the new monitoring and reporting system of the central public administration. • participate in elaborating and presenting to the Government and other stakeholders reports, proposals and recommendations on aspects related to PACU’ s activity.
Requirements for the Applicants: • The consultants should have an university/postgraduate degree in economics, public administration, public policy, management, or law (experience of work and/or study in an international environment in the area of policy analysis, policy coordination or public management would be considered an advantage); • Minimum three years of experience in government sector policies; • Familiarity with the PAR processes and the principles of policy coordination in various European countries, particularly, in new EU member states; • Experience in working with international organizations and/or donor agencies would be an asset; • Strong analytical and communication skills; • Experience in elaboration/participating to drafting policies/strategies would be considered as an advantage; • Computer skills (Windows, MS Office, Internet Explorer); • Knowledge of Moldovan and Russian – compulsory; English or French – strongly preferred.
Time Frame: This is a full-time assignment. The contract will be signed for a period of 10-12 months. The indicative timing for the start of the assignment is December 2007/January 2008.
