The Government Office of the RM and the British Embassy Chisinau is seeking to recruit candidates for the new project “Support to the Secretariat of the National Commission for European Integration”:

5 National Consultants (full-time)
1 Translator (full-time)
1 IT Specialist (part-time)

Background:
The Secretariat of the National Commission for European Integration is a subdivision of Policy and Aid Coordination Department, Office of the Prime Minister, Government of the Republic of Moldova. The Secretariat is responsible for: 1) the inter-ministerial coordination and monitoring of the implementation of the Internal Agenda of Priorities for European Integration (IAPEI); 2) the logistical and analytical support of the activity of the National Commission for European Integration; 3) the synchronization of the efforts of the National Commission for European Integration and the Special Group for Interdepartmental Coordination. The consultants will be required to work as a consulting team of the Secretariat each holding a leading role in one of the following sectors: 1) independence of justice; 2) freedom of mass-media; 3) human rights; 4) combating corruption; 5) improving the investment climate.

Consultants’ main responsibilities:
• Coordinate and monitor the status of actions at inter-ministerial level for IAPEI relevant sector;
• Interact on regular basis with the counterparts in the Departments of Policy Analysis, Monitoring & Evaluation from line ministries;
• Elaborate monthly Progress Reports on the IAPEI actions;
• Provide logistical and analytical support for meetings of the National Commission for European Integration and the EU Agenda Group;
• Provide analytical (economic, legal) support on issues requiring urgent intervention or special consideration. 
Qualifications and Competencies:
• Advanced degree in Law/Economics/Public Administration/PR/International Relations/Political Science and sector-related areas;
• Over 3 years of work experience in public administration;
• Proven experience in elaborating/monitoring policies/strategies in one of the above sectors;
• Excellent analytical and communication skills;
• Fluency in state language, Russian, fluency in English;
• Computer literate (MS Word, MS Excel, Power Point, Internet Explorer);
• Experience in similar assignments will be considered of substantial advantage.

Translator’s main responsibilities:
• Translate documents from state language into Russian/English and vice-versa;
• Translate information from state language into Russian/English for the web-site of the National Commission for European Commission;
• Interpret on occasions.
Qualifications and Competencies:
• University degree in Foreign Languages;
• Excellent command of the state language, English and Russian;
• Strong writing and oral communication skills;
• More than 3 years of experience in translating/interpreting (at government or international organizations level);
• Familiarity and understanding of public administration legislation and legal terminology;
• Computer literate (MS Word, MS Excel, Power Point, Internet Explorer).

IT Specialist’s responsibilities:
• Maintain the web-site of the National Commission for European Integration:
• Provide IT support to the Secretariat team and maintain the equipment.
Qualifications:
• University degree in IT;
• Proven experience in web-site design and maintenance.
