Company for conducting first opinion poll on Central Public Administration Reform
REPUBLIC OF MOLDOVA CENTRAL PUBLIC ADMINISTRATION REFORM PUBLIC SECTOR CONSULTING SERVICES GRANT No TF 056601 Expressions of interest # CS/7
The Government of the Republic of Moldova has received financing from a Multi-Donor Trust Fund to support the Central Public Administration Reform and intends to apply the proceeds of this Grant to hire a company to conduct the first opinion poll on awareness and perception of the population of the Central Public Administration Reform.
The Central Public Administration Reform (CPAR) comprises components such as: Institutional reorganization, Government Policy-Making capacity, Merit-based Professional Civil Service, Change Management, Information and Communication.
The objective of this assignment is to conduct an opinion poll on the representatives of civil servants, civil society (NGO representatives) and public as a whole thus exploring the level of perception of the Reform’s process, and interest towards its accomplishments (the detailed tasks will be defined in the terms of reference).
The Government of Moldova, through the PAR Unit and Office of Administrative Support for assistance in the implementation of the Strategy for Central Public Administration Reform in the Republic of Moldova, now invites eligible companies to indicate their interest in providing the above-mentioned services.
The company will be responsible to: Establish the poll for each category of interested factors; Formulate the questionnaire for different category of stakeholders (civil servants, civil society, public at large); Development of the study; Elaborate the final report on the results of the study and to present it publicly (if it is requested by PAR Unit). Interested companies must provide the following information: - Company profile; - Copies of company’s registration papers.
The company should provide staff with: - Degree in sociology, communication or other related fields; - Proven experience in conducting similar studies; - Experience in working with government institutions and/or international organizations would be an advantage.
The assignment is expected to be completed over a period of 2 months.
The assignment shall commence in July/August 2007.
A company will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition).
