The Personnel Policy Division within the Government Office is seeking:
Local Consultant in support to modernizing the civil service system (personnel database and HR management specialist)
The Central Public Administration Reform (CPAR) implementation plan, comprises components such as: Institutional reorganization, Government Policy-Making capacity, Merit-based Professional Civil Service, Information and Communication. This assignment relates to the implementation of the 3rd Component: Merit-based Professional Civil Service.
The CPAR Strategy envisages designing and implementing a Registry of Public Functions (positions) and Civil Servants at the central level. This Registry will be an efficient instrument for gathering data on persons employed in the civil service and will facilitate decision making with respect to personnel policy at central level. At the same time, it will be an important instrument for HR units within the CPAA for storing and processing information about the employees in a single unified database. The database will support many of the personnel practices envisaged in the civil service legislation.
The aim of this assignment consists of supporting the Personnel Policy Division (PPD) within the Government Office in (i) establishing the system of collection, maintenance and use of the information on civil servants; (ii) improving the existing procedures of HR management and introducing new ones; (iii) elaborating different standardized models (templates) on keeping staff records within CPAA, etc. To enable the establishment of the database, the consultant shall support the PPD in developing a network of HR managers for developing and ensuring uniform implementation of HR practices in the civil service supported by the Registry.
The main responsibilities of the Consultant will be to:
- Develop a methodology for management of a single unified information system (creation, maintaining, updating); - Elaborate different standardized documents (templates) for HR management procedures within CPAA; - Participate in drafting of a government decision on the approval of the regulation on the automated information system “Registry of Public Functions and Civil Servants”; - Provide on the job training for HR personnel on compiling information into the HR database; - Provide suggestion on the improvement/testing of the civil servants’ registry; - Provide recommendations on the creation and maintenance of a network of HR services in PA.
General Requirements to the Applicant:
- A university/postgraduate degree in HR management, public administration, economics, law (degrees from international universities will be given preference); - Experience/familiarity with database management and information systems would be considered an advantage - Familiarity with the PAR processes in Central and Eastern European countries; - Experience in working with international organizations and/or donor agencies would be an asset; - Strong analytical and communication skills; - Strong computer skills (Windows, MS Office, Internet Explorer); - Knowledge of Moldovan and Russian - compulsory; English – preferably.
Time Frame: It is a full-time assignment, expected to begin by July 2008 and the contract will be signed for a period until December 2008, with possible extension.
